Element 11)
Contractor Management is the discipline that brings external workforces, including turnaround crews, maintenance specialists, EPC contractors and transport operators, under the same process safety expectations as your direct employees. The element maps to OSHA PSM 1910.119(h), CCPS RBPS Element 11, the Indian OISD STD 149 and the construction industry frameworks such as ISNetworld, Avetta and ConstructSecure. Without a structured programme contractor incident rates have historically run two to five times the rate for direct employees. The element spans pre qualification on safety history, OSHA record, financial standing and insurance, pre mobilisation induction, supervision during work proportional to the risk tier, ongoing performance monitoring and a contract closeout review that captures lessons learned. Both Texas City and Bhopal carried contractor management findings.
How the study is executed
A structured, facilitated process that runs from scope definition through close out and produces defensible, actionable outputs.
We define the programme scope, the roles of contractor owner, safety advisor and supervisor, the pre qualification criteria and the tier classification framework.
We build the pre qualification workflow that reviews recordable injury rate, lost time rate, OSHA citations and the insurance certificate, aligned with ISNetworld, Avetta and the Indian OISD STD 149.
We classify Tier 1 as high hazard process work, Tier 2 as moderate maintenance and Tier 3 as administrative and supply work, and specify the intensity of oversight for each tier.
We run a pre mobilisation site induction that typically lasts four to eight hours, review the job safety and task risk assessments, issue PPE, brief on emergencies and review the contractor HSE plan on technical grounds.
We set continuous supervision for Tier 1, intermittent for Tier 2 and periodic for Tier 3, with a weekly recordable injury rate submission and submission of near misses and observations.
We produce an end of contract HSE scorecard, capture the lessons learned, make a recommendation on future engagement and integrate it with your procurement database.
