Element 4)
Workforce Involvement is the structural channel through which the people who actually run the process, your operators, technicians and contractors, feed into PHA scoping, management of change review, near miss reporting, behaviour based safety observation and the design of safe work practices. It is codified in OSHA 1910.119(c), in ISO 45001 Clause 5.4, in the EU Framework Directive 89/391/EEC and in the safety committee requirement of the Indian Factories Act. The element fails the moment participation becomes a box to tick where only attendance is counted, rather than substantive technical input that genuinely changes the outcome. The Buncefield investigation is the textbook example, where operator feedback about repeated alarm floods had gone unheard for years before the catastrophic overfill, and our team works to make sure that voice is heard on your site.
