Leadership Commitment and Accountability (Responsible Care Element 1)

Responsible Care Element 1, Leadership Commitment and Accountability, sits at the very top of the ICCA and ACC Responsible Care Process Safety Code. It says plainly that process safety is owned at the executive level and that real measurable accountability has to flow down through the whole chemicals value chain. The element lines up with CCPS RBPS Pillar 1, which is the commitment to process safety, and with Clause 5 of ISO 45001 on leadership. RC14001 certification, which is the independent audit framework that proves your Responsible Care implementation is real, looks at leadership commitment as one of its primary indicators. This element fails in two familiar ways, either when process safety reports up through the HSE function alone with no ownership from the operating line, or when the right indicators exist but never reach the scorecards your executives actually read.
