Emergency Response Planning and Drills

A plan built from scenarios, then tested until it fails somewhere useful

Covers on site and off site emergency planning, scenario selection, resource and role definition, and the drill programme that exposes weakness before an event does. Includes simulator based and tabletop exercise design with objective evaluation.

This course sits alongside our Emergency Response Planning consulting work, so what is taught is what we do.

Who should attend

Emergency response coordinators and planners
Incident controllers and emergency team leaders
HSE managers responsible for emergency arrangements
Operations supervisors with emergency duties

Course content

Every module is taught with worked examples and exercises drawn from real plant, and adapted to your own process where the course runs in house.

1

Scenario basis

  • Selecting planning scenarios from the hazard and risk assessment
  • Escalation pathways and the worst credible case
  • Consequence footprints that define the affected area
  • Off site interface and the information authorities need
2

Plan content

  • Roles, authority and succession when the named person is absent
  • Notification, alarm and escalation criteria
  • Muster, evacuation, shelter in place and the decision between them
  • Resources, mutual aid and external agency interface
3

Drill and exercise design

  • Objective setting so an exercise tests something specific
  • Tabletop, functional and full scale exercises and what each is for
  • Simulator based training for control room response
  • Injects, controllers and keeping an exercise realistic
4

Evaluation and improvement

  • Observing against defined objectives rather than general impression
  • Debrief technique that surfaces problems
  • Turning findings into plan revisions that actually happen
  • Exercise frequency and progression over a cycle

What you receive

  • An emergency response plan template
  • Scenario packs with injects for tabletop and functional exercises
  • An exercise evaluation form tied to objectives
  • Assessment result and attendance record

What changes afterwards

  • Plans are built for the scenarios your hazards actually produce
  • Roles work when the named individual is on leave
  • Exercises test something specific and produce findings
  • Findings change the plan rather than being recorded and forgotten
