Conduct pre mobilisation orientation, site induction (typical 4 to 8 hours), hazard / emergency briefing, PPE issue, JSA / TRA review, review contractor HSE Plan with site specific hazards and contractor mitigation measures.
Specify supervision intensity per tier, Tier 1 (continuous supervision, dedicated safety advisor), Tier 2 (intermittent supervision, daily walkdown), Tier 3 (periodic check), integrate with PTW system for hazardous activities.
