What this element is and why it matters
Clause 7 establishes the enabling infrastructure that the health and safety management system depends on, covering resources in clause 7.1, competence in clause 7.2, awareness in clause 7.3, communication in clause 7.4 and documented information in clause 7.5. The clause is about the practical means by which health and safety management is actually delivered, because without resources, competence, communication and documentation the rest of the standard simply cannot function.

We design internal communication that flows top down, bottom up and peer to peer alongside external communication with the community, the regulator, customers and suppliers, and we align it with your stakeholder engagement under AA1000SES.
We govern the creation, update, format, review, distribution and access control of documented information, we integrate it with your document management platform such as Aveva PI, Documentum or OpenText, and we align it with your retention requirements.
Each year we review the adequacy of resources, the currency of competence, the retention of awareness, the effectiveness of communication and the accessibility of documentation, and we fold the findings into the management review to clause 9.3.
