Clause 7 establishes the enabling infrastructure that the OH&S MS depends on — Cl.7.1 resources, Cl.7.2 competence, Cl.7.3 awareness, Cl.7.4 communication, and Cl.7.5 documented information. The clause covers the practical means by which OH&S management is delivered — without resources, competence, communication, and documentation, the rest of the standard doesn't function.
