What this element is and why it matters
Measurement and Metrics is the indicator system that lets leadership see the operating state of process safety before it shows up as a catastrophic event. The element maps to API RP 754, covering Tier 1 to 4 process safety event indicators, and to CCPS RBPS Element 18. Tier 1 captures the worst events, which are losses of primary containment with consequence, Tier 2 captures the lesser losses of containment, Tier 3 captures challenges to the safety system, and Tier 4 captures operating discipline failures, and our team builds the full set so nothing important goes unseen.
